“I have a dream.” So said, Martin Luther King and changed the history of the world and brought the principles of equality and justice to fore, in the most advanced nation in the world.

“I have a dream to transform the face of Delhi - a city, with the potential to be a role model for other international cities of the world, as the citadel of power of the biggest democracy. But Delhi must rule the heart of its citizens first. Keeping in view of this prerequisite, I dream of a Delhi with a citizens friendly infrastructure, with a secure environment for its women, with a safe zone from all sorts of terrorism and corruption, with transparent policies and interactions.

I sincerely believe that given a chance, we can gain ways out of the choking traffic congestions paralyzing free movements within the city, adversely affecting working hours that directly impacts the city’s economy. With effective administration and governance, we can do away with the nagging electricity and power problems that throw normal lifestyles of the people into doldrums. We must restrict pollution of Yamuna and misuse of its riverbeds, skyrocketing inflation that results in sleepless nights and provide safe affordable shelters to each and every citizens of this city where modernity meets an admirable tradition. “

Prof. Malhotra has been chosen by the Bharatiya Janata Party to be the next Chief Minister of the National Capital Territory (NCT), Delhi after the elections that will be held on November 29th, 2008. The dynamism and vitality of Prof. Malhotra coupled with his innate humility and unpretentious manner would go a long way in pulling the city of Delhi out of the lethargy and apathy, which have been the hallmarks of the complacent Congress rule. The dismal performance of the present Congress government due to their lacklustre policies and poor implementation of development schemes have disillusioned millions of citizens of the NCT. The people are ready to give a fresh chance to a BJP government under his leadership, to fulfil the aspirations of the masses.

Prof. Malhotra is considered a soft-spoken, thorough gentleman with an impeccable political career of nationalism and integrity. He combines a sterling educationist background as Professor with unmatched experience in Government and governance. He has a genuine desire to change the face of Delhi and nurture the soul of this ancient city. He has always identified himself with the basic interests of all sections of the society, especially the deprived and under-privileged segments, who can always depend on his understanding and empathy.

There are several issues faced by the citizens of NCT, Delhi which are also close to his heart. He is committed to finding solutions to these issues and implementing them as soon as given a chance to form a government in Delhi.

BRT Scheme

BRT Scheme, introduced by the Congress Regime, is one of the focal issues on Prof. V K Malhotra’s reform agenda.

The entire BRT project has been undertaken ‘unscientifically’. A huge amount of Rs 120 crore has been spent on this scheme’s first phase. BRT is adversely affecting traffic in the city. People forced to travel through the BRT Corridor, are spending close to two hours daily in mile-long queues, that form in it everyday.

The BRT scheme was conceived with a total outlay of Rs 2,000 crore, segmented for implementation in phases. The entire road stretch, where the project is being implemented in South Delhi, has only four lanes (two on both sides), one lane on both sides is fully being dedicated to the HCBS while lakhs of motorists and two wheeler users commuting daily on this stretch have been given a raw deal as only one lane on both sides is dedicated to them. This is a bottleneck for the thousands of commuters in that area.

Since the BRT has started it has managed to kill several users only due to its poor planning. The Geneva based International Road Federation [IRF] has expressed concern at the safety and feasibility of this corridor and called for its immediate stalling. “The HCBS project in Delhi is the first project in the world which has been started without a detailed project report – something that is virtually unheard of for a big project,” said IRF Vice-Chairman K K Kapila, in a statement issued on the occasion of The World Day of Remembrance for Road Traffic Victims.

Prof. Malhotra assures citizens of Delhi that he along with his party will review the entire scheme, if elected to form the government in Delhi. He proposes to initiate a process of public participation, wherein feedback from those affected by this scheme would be the sole criteria for subsequent decisions. If a general consensus emerges against the corridor, he would leave no stone unturned in restructuring the BRT, even if it means, scrapping it altogether.

Inflation

The mismanagement and unsatisfactory economic policies of the Central Government have led to the present inflationary crisis that our country is facing. Prof. Malhotra’s deep insight into the financial matters promises an economic revival in Delhi, spearheaded by a firm resolve on his part. The situation, according to him, can be corrected by timely procurement of commodities, which in turn would rule out a demand-supply gap situation, one of the primary reasons for the inflationary crisis.

Amongst other things, he proposes to restrict procurement of food grains from abroad, which is costlier and causes price overload, a burden borne by common households. His reform policy would comprise procuring food grains from domestic agro-suppliers to reduce the price burden on common man.

Corruption and Scams

The Delhi government has procured low-floor buses at higher rates. In Chennai, each bus cost around Rs. 16 Lakh, here it is Rs. 42 Lakh. And at the fag-end of its tenure, the Congress government has ordered another 2,500 buses for Rs. 55 Lakh each. It is also alleged that there was a scam in issuance of smart cards and that also needed to be investigated.

Fast Running Electricity Meters

Prof. Malhotra has pointed out the issue of "fast-running" electricity meters installed by private distribution companies (DISCOMs) in Delhi. He has promised that if voted to power in Delhi, his government would not hesitate to cancel the licences to the firms if they do not take corrective steps in case any wrong-doing is detected.

The fast-running electricity metres is a big scandal. The DISCOMs have installed fast-running metres in Delhi households, because of which the electricity bills have increased three-fold. If BJP comes to power in Delhi, the metres by neutral agencies will be tested. And if any wrong-doing is found, strict action will be taken against these companies.

Terrorism

On 5 Nov. 2008, during a public address to the people of New Delhi, Prof. Malhotra expressed his deep distress about the lacklustre attitude of the Central Government in tackling terrorism with alacrity. He has suggested that this is not the time for lassitude, but for quick action. “Let us not wait for more blasts and more blood of our innocent citizens to be shed”.

Infrastructure
During the tenure of Sheila Dikshit government in Delhi in the last decade, the entire Delhi infrastructure has deteriorated to a great extent. Prof. Malhotra has expressed his confidence that during the BJP rule, Delhi would have the distinction of being the best administered and prosperous state in the world. Many problems have been arising during the Congress misrule. A large number of factories, which were set up in Delhi, had to close down because of the lack of necessary facilities and essential components like water and electricity. Those factories had no alternative but to close their gates and move away. People of Delhi are tired of seeing filth and malba on the roads, unfinished projects which seem to have no end in sight.

With his unmatched experience in Government and governance, Prof. Malhotra can ensure that Delhi would gain the recognition of being one of the best cities in the world and its citizens would be able to say with pride that they belong to Delhi.

Unauthorised Colonies

It is a fact that the innocent people of unauthorized colonies in NCT have been taken for a ride by the Congress government. The same government turned a blind eye when these colonies were coming up on unauthorized land. Now the people settled in them have been beguiled by being handed over Provisional Regularization Certificates which have no meaning. This ludicrous step has not only upset the recipients of such hoax certificates, but it has also bared the real face of the Congress, whose supreme leader was made to distribute those certificates to the unsuspecting residents for the sake of gaining their electoral support.

Prof. Malhotra has pledged that his main task after assuming power following the Assembly elections, would be to ensure that all the existing unauthorized colonies get formally regularized, and in future, all efforts would be made to prevent any more unauthorized construction in Delhi. He plans to secure the status of a full fledged state for Delhi.

Yamuna Issue

Regretting that the Yamuna has turned into a "nullah", Prof. Malhotra has stated that special attention would be paid to cleaning it and developing its margins as green pathways. The Sheila Dikshit government has failed to preserve and protect our sacred river. BJP govt. will take concrete steps for the cleaning of Yamuna and an action plan will also be made.

Prof. Vijay Kumar Malhotra won the Assembly Election from Greater Kailash Assembly Constituency (AC-50) with a margin of 11,500 votes in the Elections to Delhi Assembly, held in December 2008. He was also chosen to represent the people of Delhi as the Leader of Opposition in the Delhi Legislative Assembly by his party MLAs, BJP being the largest opposition party in the Delhi Assembly. As the Leader of Opposition he has raised many issues of public interest on the floor of the House, some of which are :

· Rising Inflation of commodities.

· Deteriorating Law and Order situation in Delhi.

· Perpetual Power crisis in Delhi and Hike in tariff of Electricity.

· Continuing water related problems and Raising of water bills in Delhi.

· Regularization of Unauthorised Colonies.

Prof. Malhotra has served twice as an elected Member of the Delhi Municipal Corporation from Patel Nagar seat, New Delhi. At this position, he worked hard to ensure a planned development of his constituency making Patel Nagar a clean and green locality of beautiful parks, lakes and well-located markets and other amenities. He was then elected Member of the Delhi Metropolitan Council (equivalent to current Legislative Assembly). His party unanimously chose him for the prestigious post of the Chief Executive Councilor (CEC, CM in Protocol) of Delhi. At the age of 35 years, he was then the youngest CEC of Delhi. He served as CEC in the Metropolitan Council of Delhi for a full term of five years. This era is known as the ‘Golden Era’ in Delhi, as it saw the maximum development work take place, making Delhi a role-model of infrastructure for other cities in India.

In subsequent years, he was given several important positions in Committees set up by the BJP Government in Delhi. He has been Chairman of several such committees and his recommendations have benefited hundreds of thousands of people of Delhi. A brief summary of these is as follows :

The Delhi Master Plan was modified under the recommendations of the Malhotra Committee on Housing Bye-laws, which helped millions of flat and house owners. The recommendations allowed construction which almost doubled living space for people in these premises.

As per recommendations of the Malhotra Committee on Property Tax, there was a steep reduction in the tax for residential units, as it was based on the cost price rather than market price. Hundreds of thousands of owners got relief in abolition of Water Tax, Fire Tax, Scavenging Tax and Education Cess.

Following the Malhotra Committee’s Report on Education, moral, patriotic, civic as well as environment education, have been made compulsory in all schools in Delhi.

People of Delhi have benefited from recommendations of the Malhotra Committee on Delhi Master Plan, Malhotra Committee on Delhi Transport, Malhotra Committee on Conversion of Lease-hold properties into Free-hold properties and Malhotra Committee on Reforms in the Examination System.

Implementation of the recommendations of the Malhotra Committee on Industries, Commerce, Urban Villages and Unauthorized colonies has provided relief to more than 16 lakh families.

Other social contributions have been as Chairman, Delhi Cooperative Housing Finance Limited, as member, Samsad (Court) of Viswa Bharati, member of the Planning Board of Delhi and member of the National Cooperative Housing Federation.

Prof. Malhotra has always had a special relationship with the people of Delhi, which has only grown with time. He has been deeply concerned with the problems faced by Delhiites on issues like public transport, health, education, urban development, taxation, civic amenities like water, power, sewer and sanitation and larger issues of ecological value such as the river Yamuna and above all, the security of the citizens. He has exerted his influence every time when he felt that he could help in bringing forward a proactive policy or when he wanted a negative policy thwarted.

The people of Delhi, being aware of his profound love for Delhi, have always stood by him and his mission, reposing and reaffirming their faith by voting him into the Parliament. Professor Vijay Kumar Malhotra was elected to the Delhi Legislative Assembly by winning the Assembly Election from Greater Kailash (GK) Assembly Constituency (AC-50) during the 2008 elections. After being elected as MLA from the GK constituency, he has taken many projects in hand :

* His foremost and topmost priority is the improvement of sewerage system and water supply of the colonies falling in his Assembly Constituency. The work has started with the urbanized villages i.e. Shahpur Jat, Jamrudpur, Savitri Nagar and Chirag Dilli.

* Beautification of parks in the area by providing fancy lights and benches.

* Construction of a Community Hall in Chirag Dilli Village has been sanctioned.

* MCD School of Chirag Dilli is being rebuilt.

* Old Age Recreation center of East of Kailash is under active reconsideration for a rebuild.

DELHI METRO

Once completed, the Delhi Metro will change the face of Delhi. The project was first mooted by Prof. Vijay Kumar Malhotra, when he was Chief Executive Councillor of Delhi. In 1970, he made a budget provision of Rs. 4 crore for carrying out a feasibility study for the project.

The Delhi Metro project was finally approved in 1997 when a BJP government was in power in Delhi and the work on the project started when the BJP formed the government at the Centre. At first the project was not covering any area in South Delhi Constituency. Few people know that it is largely due to his efforts that the Metro is now covering important parts of West Delhi (earlier part of South Delhi Constituency) including Rajouri Garden, Janakpuri and Tilak Nagar. He has prevailed upon the authorities to include within the ambit of the Metro during the second phase areas in South Delhi like Nehru Stadium, Yusuf Sarai, Green Park and IIT. All the work will be completed by 2009, before the Commonwealth games are held in the Capital.

FLYOVERS

The process, which has led to the construction of a large number of flyovers in the city, was initiated by Prof. Malhotra, during his tenure as Chief Executive Councilor. It was during that period, that the First flyover in Delhi, from Patel Nagar to Moti Nagar, was built. It is mainly due to his efforts that flyovers in Dhaula Kuan, Safdarjung/AIIMS, Kalkaji, Raja Garden, Tilak Nagar and many other places in Delhi have been built.

MALHOTRA COMMITTEES

Prof. Malhotra has headed various Committees including those on Delhi’s Master Plan, Transport, Conversion of Leasehold property to Freehold and Property Tax. His recommendations on Building Bye-laws are of great benefit to millions of house and flat owners. The recommendations allowed construction which almost doubled living space for people in these premises. His recommendation on property tax led to a steep reduction in tax for the residential units and gave relief in fire and scavenging tax and education cess.
His recommendations for conversion of leasehold property into freehold have benefited lacs of property owners. When thousands of DDA and Society flat owners, came under the threat of demolition by bulldozers and cancellation of lease deeds, he came as a ‘God-sent saviour’ and prevailed upon DDA to regularize alterations and additions to the flats. As a result, DDA accepted his recommendations to regularise 20 types of alterations and additions, bringing relief to millions of people living in flats.

GOVERNMENT EMPLOYEES

Prof. Malhotra has always been a staunch supporter of the rights of Govt. Employees and has taken up their causes at all levels. It is due to his efforts that the decision to merge 50% D.A. with basic salary had been taken. The major beneficiaries are the low-paid employees, who benefited by as much 10% to 20% in their emolument. The then Finance Minister also agreed to his suggestions and announced that standard deduction and exemption limit of income tax will be enhanced when the regular budget is moved.

Earlier, it is due to his efforts that L.T.C. was restored to government servants and standard deduction was raised from Rs. 25,000 to 30,000. While Prof. Malhotra has always been taking up the matter of improvements of govt. employees’ colonies at higher levels, he has also used a substantial part of his constituency fund for this purpose. He prevailed upon the C.P.W.D. to provide boundary walls around each sector in govt. colonies in Delhi including Nanak Pura and all sectors of R.K. Puram, Sriniwaspuri and Moti Bagh.

Improvements in all parks and boundary walls were sanctioned in R.K. Puram and work on one model park in each sector of R.K. Puram and Moti Bagh was completed in several sectors including Sector 9 and 12, R.K. Puram. While he got Community Centres constructed in three Sectors of R.K. Puram and in CGH Complex, Vasant Vihar, he was instrumental in getting one Community Centre in each Sector of R.K. Puram and apartments of Moti Bagh. In addition to the Model Parks in each sector, many improvements were made to a large number of existing parks and roads. Whatever other problems were brought to his notice, whether re-wiring in govt. quarters, installation of tube wells or construction of drains, he has never hesitated in providing funds. It was mainly due to his efforts that the Health Ministry has set up a CGHS Dispensary and Polyclinic in Sector- 12, R.K. Puram.

AASTHA KUNJ

This is the dream project of Prof. Malhotra which will enrich all aspects of life for the citizens of Delhi and provide a unique experience for the seekers of spiritual solace. Being built at a cost of more than Rs. 100 crore, it is spread over 81 hectares of land and will be like an oasis amidst the concrete jungle of Nehru Place. An essential feature of Aastha Kunj will be the conservation of natural elements of environment existing at the site, which provide an exciting scenario. Aastha Kunj is surrounded by centres of worship like Lotus Temple, the Kalkaji Temple and ISKCON Temple. The foundation stone for the park was laid by Shri Atal Bihari Vajpayee on February 1, 2003, and Prof. Vijay Kumar Malhotra presided over the function.

BIO-DIVERSITY PARK

It is largely due to the efforts of Prof. Malhotra that a major bio-diversity park is being set-up, the benefits of which will mainly be reaped by the people in the South Delhi Constituency. Bio-diversity Park will be developed over an area of approximately 300 acres, near Vasant Kunj at the cost of Rs. 60 crores. The work of this park has commenced and the foundation stone has been laid by Shri Lal Krishna Advani, where Prof. Vijay Kumar Malhotra was the Chief Guest.

HAUZ KHAS DEER PARK

Due to Prof. Malhotra’s efforts, intensive improvement works have been carried out in Hauz Khas Deer Park. Apart from the Bal Vatika and Skating Rink, the projects include improvements carried out in the ancient lake there. He also laid the foundation stone to inaugurate this project.

ANCIENT MUNIRKA POOL

The ancient Munirka Pool has had a history of producing swimmers of international renown, but, due to the construction of DDA Flats there, the lake was turned into a dumping ground for garbage. Prof. Malhotra took up the cause for the restoration of ancient lake and prevailed upon DDA to spend Rs. 10 crore for the construction of Swimming Pool, Stadium, Multi Gym, Children and Women Park and Sports Complex. He also presided over the inaugural ceremony.

SPORTS

Prof. Vijay Kumar Malhotra has been a doyen in the field of Sports Administration in India. He is presently a Senior Functionary in the Indian Olympic Association. Due to his close monitoring of preparation of Indian teams, India could make a record haul of medals in the Busan Asian Games and Manchester Commonwealth Games- 2002. He is also Chairman, Task Force to recommend grant of recognition to National Sports Federations. He is the founder President of Archery Association of India, founder President of Asian Archery Federation and Commonwealth Archery Association. Due to his untiring efforts, the Indian Archers have attained world standards. As Chairman, Olympic Preparation Committee, he simplified the procedure to provide world class equipments to sports persons. It is largely due to his efforts that the next Commonwealth Games 2010 will be held in Delhi in 2010.

From his Constituency funds, Prof. Vijay Kumar Malhotra has done his utmost for the promotion of sports in Delhi. The projects that he has supported include :

* Gymnasiums in Nanakpura, Hari Nagar, Rajouri Garden and Janakpuri Skating Rinks in Janakpuri, Lajwanti Garden, S- Block-G.K.-II, New Friends Colony, Vasant Vihar, R.K. Puram and District Park-Hauz Khas
* Mini Stadiums in Hari Nagar and Janakpuri
* Swimming Pool in Rajouri Garden
* Badminton Courts in Narmada and Gangotri Apartments and Kalkaji
* International Standard Badminton Court at a cost of Rs. 6 crore in Khel Gaon
* Sports Complexes in Munirka, Hari Nagar and Janakpuri

TOWER LIGHTS AND SODIUM LIGHTS

There are many areas, especially near public places like temples, parks, Idgahs, Gurudwaras etc., where due to absence pf adequate lighting, anti-social and undesirable elements collected and indulge in illegal activities. Out of his Constituency fund, Prof. Malhotra installed 1,391 High Mast Lights & 1000 Sodium Lights at the cost of over Rs. 12 crores. These resulted in marked improvement in the quality of life and a steep decline in the crime rate.

MEDICAL COLLEGE AND HOSPITAL

It is due to the efforts of Prof. Vijay Kumar Malhotra that the government has opened a Medical College in Delhi after 30 years. This is the Vardhaman Medical College in Safdarjung Hospital. It is noteworthy that during his tenure as Chief Executive Councilor, the first medical college was set-up in Delhi. This was the University College of Medical Science (UCMS). Apart from the Medical College, he has been instrumental in setting up the Janakpuri Super Speciality Hospital at the cost of Rs. 100 crore.

REHABILITATION OF JHUGGI DWELLERS

Prof. Malhotra has been an active advocate for improving the living conditions of slum dwellers. During his tenure as MP of South Delhi, it is due to his efforts that more than 35 jhuggi clusters, with 3 lakh people of South Delhi, have been rehabilitated. This has led to improvement in living condition for them as well as for the areas from which these jhuggies were relocated.

COMMUNITY CENTERS

Prof. Malhotra has always been a great supporter of community activities and has prevailed upon various agencies to build community centers in Sant Nagar / East of Kailash, Mohammed Pur Village, Arjun Nagar/ Safdarjung Enclave, R.K. Puram, Janakpuri, Hari Nagar, Rajouri Garden and other areas. In addition, hundreds of parks have been developed in South Delhi constituency during his tenure.

Professor Malhotra is a voracious reader of Books and has been writing for newspapers, periodicals and journals. His Ph.D thesis was on Sohan Lal Dwivedi and his Writings.

The books written by him include Hindutva Shadyantron Ke Ghere mein; Kamal Shashwat Sanskritik Prateek; Lotus an Eternal Cultural Symbol. His speeches delivered in Parliament have been published in an anthology.

He has deep interest in works of History, Mythology, Vedic Literature and Current Affairs. Reading, writing, music, games and sports occupy whatever time he is left with.

Professor Malhotra is a widely traveled statesman and has had the privilege of representing his country abroad on various occasions.

He was sent by the Central Government to Thailand, Hong Kong, Japan, USA, UK, France, Germany and Italy to study the working of over 20 Metropolitan cities of different countries.

He represented the nation in the United Nations as a delegate and addressed the UN General Assembly. He toured various countries as Chairman, and Member of the Lok Sabha and Rajya Sabha delegations such as UK, Australia, France, Germany, Sweden, Italy, New Zealand, Singapore, Malaysia, Indonesia, China, South Africa, Kenya, Egypt, Finland, Latin America, Brazil, Canada, Iran, Korea and other countries.

He held face-to-face meetings with foreign Heads of State and Governments of various countries while presenting India’s position on important matters of international importance. Following the loathsome terrorist attack on India’s Parliament in December 2001, Prof. Malhotra was sent as the head of a delegation to some Muslim nations like Morocco, Tunisia and Algeria to meet their apex leaders and popular figures to apprise them of the terrorist activities emanating from our neighbouring country.
