Dedicated to Progress

Professor Vijay Kumar Malhotra was elected to the Delhi Legislative Assembly by winning the Assembly Election from Greater Kailash (GK) Assembly Constituency (AC-50) during the 2008 elections. After being elected as MLA from the GK constituency, he has taken many projects in hand :

* His foremost and topmost priority is the improvement of sewerage system and water supply of the colonies falling in his Assembly Constituency. The work has started with the urbanized villages i.e. Shahpur Jat, Jamrudpur, Savitri Nagar and Chirag Dilli.

* Beautification of parks in the area by providing fancy lights and benches.

* Construction of a Community Hall in Chirag Dilli Village has been sanctioned.

* MCD School of Chirag Dilli is being rebuilt.

* Old Age Recreation center of East of Kailash is under active reconsideration for a rebuild.

Professor Malhotra has always played a key role in creating a Delhi, which is self-sufficient with every possible infrastructural resource, besides being robust in terms of amenities and services for Delhi Citizens. A few of his remarkable contributions are outlined below : ...

DELHI METRO

Once completed, the Delhi Metro will change the face of Delhi. The project was first mooted by Prof. Vijay Kumar Malhotra, when he was Chief Executive Councillor of Delhi. In 1970, he made a budget provision of Rs. 4 crore for carrying out a feasibility study for the project.

The Delhi Metro project was finally approved in 1997 when a BJP government was in power in Delhi and the work on the project started when the BJP formed the government at the Centre. At first the project was not covering any area in South Delhi Constituency. Few people know that it is largely due to his efforts that the Metro is now covering important parts of West Delhi (earlier part of South Delhi Constituency) including Rajouri Garden, Janakpuri and Tilak Nagar. He has prevailed upon the authorities to include within the ambit of the Metro during the second phase areas in South Delhi like Nehru Stadium, Yusuf Sarai, Green Park and IIT. All the work will be completed by 2009, before the Commonwealth games are held in the Capital.

FLYOVERS

The process, which has led to the construction of a large number of flyovers in the city, was initiated by Prof. Malhotra, during his tenure as Chief Executive Councilor. It was during that period, that the First flyover in Delhi, from Patel Nagar to Moti Nagar, was built. It is mainly due to his efforts that flyovers in Dhaula Kuan, Safdarjung/AIIMS, Kalkaji, Raja Garden, Tilak Nagar and many other places in Delhi have been built.

MALHOTRA COMMITTEES

Prof. Malhotra has headed various Committees including those on Delhi’s Master Plan, Transport, Conversion of Leasehold property to Freehold and Property Tax. His recommendations on Building Bye-laws are of great benefit to millions of house and flat owners. The recommendations allowed construction which almost doubled living space for people in these premises. His recommendation on property tax led to a steep reduction in tax for the residential units and gave relief in fire and scavenging tax and education cess.
His recommendations for conversion of leasehold property into freehold have benefited lacs of property owners. When thousands of DDA and Society flat owners, came under the threat of demolition by bulldozers and cancellation of lease deeds, he came as a ‘God-sent saviour’ and prevailed upon DDA to regularize alterations and additions to the flats. As a result, DDA accepted his recommendations to regularise 20 types of alterations and additions, bringing relief to millions of people living in flats.

GOVERNMENT EMPLOYEES

Prof. Malhotra has always been a staunch supporter of the rights of Govt. Employees and has taken up their causes at all levels. It is due to his efforts that the decision to merge 50% D.A. with basic salary had been taken. The major beneficiaries are the low-paid employees, who benefited by as much 10% to 20% in their emolument. The then Finance Minister also agreed to his suggestions and announced that standard deduction and exemption limit of income tax will be enhanced when the regular budget is moved.

Earlier, it is due to his efforts that L.T.C. was restored to government servants and standard deduction was raised from Rs. 25,000 to 30,000. While Prof. Malhotra has always been taking up the matter of improvements of govt. employees’ colonies at higher levels, he has also used a substantial part of his constituency fund for this purpose. He prevailed upon the C.P.W.D. to provide boundary walls around each sector in govt. colonies in Delhi including Nanak Pura and all sectors of R.K. Puram, Sriniwaspuri and Moti Bagh.

Improvements in all parks and boundary walls were sanctioned in R.K. Puram and work on one model park in each sector of R.K. Puram and Moti Bagh was completed in several sectors including Sector 9 and 12, R.K. Puram. While he got Community Centres constructed in three Sectors of R.K. Puram and in CGH Complex, Vasant Vihar, he was instrumental in getting one Community Centre in each Sector of R.K. Puram and apartments of Moti Bagh. In addition to the Model Parks in each sector, many improvements were made to a large number of existing parks and roads. Whatever other problems were brought to his notice, whether re-wiring in govt. quarters, installation of tube wells or construction of drains, he has never hesitated in providing funds. It was mainly due to his efforts that the Health Ministry has set up a CGHS Dispensary and Polyclinic in Sector- 12, R.K. Puram.

AASTHA KUNJ

This is the dream project of Prof. Malhotra which will enrich all aspects of life for the citizens of Delhi and provide a unique experience for the seekers of spiritual solace. Being built at a cost of more than Rs. 100 crore, it is spread over 81 hectares of land and will be like an oasis amidst the concrete jungle of Nehru Place. An essential feature of Aastha Kunj will be the conservation of natural elements of environment existing at the site, which provide an exciting scenario. Aastha Kunj is surrounded by centres of worship like Lotus Temple, the Kalkaji Temple and ISKCON Temple. The foundation stone for the park was laid by Shri Atal Bihari Vajpayee on February 1, 2003, and Prof. Vijay Kumar Malhotra presided over the function.

BIO-DIVERSITY PARK

It is largely due to the efforts of Prof. Malhotra that a major bio-diversity park is being set-up, the benefits of which will mainly be reaped by the people in the South Delhi Constituency. Bio-diversity Park will be developed over an area of approximately 300 acres, near Vasant Kunj at the cost of Rs. 60 crores. The work of this park has commenced and the foundation stone has been laid by Shri Lal Krishna Advani, where Prof. Vijay Kumar Malhotra was the Chief Guest.

HAUZ KHAS DEER PARK

Due to Prof. Malhotra’s efforts, intensive improvement works have been carried out in Hauz Khas Deer Park. Apart from the Bal Vatika and Skating Rink, the projects include improvements carried out in the ancient lake there. He also laid the foundation stone to inaugurate this project.

ANCIENT MUNIRKA POOL

The ancient Munirka Pool has had a history of producing swimmers of international renown, but, due to the construction of DDA Flats there, the lake was turned into a dumping ground for garbage. Prof. Malhotra took up the cause for the restoration of ancient lake and prevailed upon DDA to spend Rs. 10 crore for the construction of Swimming Pool, Stadium, Multi Gym, Children and Women Park and Sports Complex. He also presided over the inaugural ceremony.

SPORTS

Prof. Vijay Kumar Malhotra has been a doyen in the field of Sports Administration in India. He is presently a Senior Functionary in the Indian Olympic Association. Due to his close monitoring of preparation of Indian teams, India could make a record haul of medals in the Busan Asian Games and Manchester Commonwealth Games- 2002. He is also Chairman, Task Force to recommend grant of recognition to National Sports Federations. He is the founder President of Archery Association of India, founder President of Asian Archery Federation and Commonwealth Archery Association. Due to his untiring efforts, the Indian Archers have attained world standards. As Chairman, Olympic Preparation Committee, he simplified the procedure to provide world class equipments to sports persons. It is largely due to his efforts that the next Commonwealth Games 2010 will be held in Delhi in 2010.

From his Constituency funds, Prof. Vijay Kumar Malhotra has done his utmost for the promotion of sports in Delhi. The projects that he has supported include :

* Gymnasiums in Nanakpura, Hari Nagar, Rajouri Garden and Janakpuri Skating Rinks in Janakpuri, Lajwanti Garden, S- Block-G.K.-II, New Friends Colony, Vasant Vihar, R.K. Puram and District Park-Hauz Khas
* Mini Stadiums in Hari Nagar and Janakpuri
* Swimming Pool in Rajouri Garden
* Badminton Courts in Narmada and Gangotri Apartments and Kalkaji
* International Standard Badminton Court at a cost of Rs. 6 crore in Khel Gaon
* Sports Complexes in Munirka, Hari Nagar and Janakpuri

TOWER LIGHTS AND SODIUM LIGHTS

There are many areas, especially near public places like temples, parks, Idgahs, Gurudwaras etc., where due to absence pf adequate lighting, anti-social and undesirable elements collected and indulge in illegal activities. Out of his Constituency fund, Prof. Malhotra installed 1,391 High Mast Lights & 1000 Sodium Lights at the cost of over Rs. 12 crores. These resulted in marked improvement in the quality of life and a steep decline in the crime rate.

MEDICAL COLLEGE AND HOSPITAL

It is due to the efforts of Prof. Vijay Kumar Malhotra that the government has opened a Medical College in Delhi after 30 years. This is the Vardhaman Medical College in Safdarjung Hospital. It is noteworthy that during his tenure as Chief Executive Councilor, the first medical college was set-up in Delhi. This was the University College of Medical Science (UCMS). Apart from the Medical College, he has been instrumental in setting up the Janakpuri Super Speciality Hospital at the cost of Rs. 100 crore.

REHABILITATION OF JHUGGI DWELLERS

Prof. Malhotra has been an active advocate for improving the living conditions of slum dwellers. During his tenure as MP of South Delhi, it is due to his efforts that more than 35 jhuggi clusters, with 3 lakh people of South Delhi, have been rehabilitated. This has led to improvement in living condition for them as well as for the areas from which these jhuggies were relocated.

COMMUNITY CENTERS

Prof. Malhotra has always been a great supporter of community activities and has prevailed upon various agencies to build community centers in Sant Nagar / East of Kailash, Mohammed Pur Village, Arjun Nagar/ Safdarjung Enclave, R.K. Puram, Janakpuri, Hari Nagar, Rajouri Garden and other areas. In addition, hundreds of parks have been developed in South Delhi constituency during his tenure.
